FLENN for Speech, into IPA

Speech recognition that outputs IPA phonetic symbols directly, rather than words. Feeds the literacy work, where the phonetic layer is what learners need.

This is an R&D project of the FLENN program. The cross-project improvement programme that proposes and gates this work is kept separately, in /var/we/rnd/ — a project and the plan to improve it are different things and should not share a directory.
